The Council had no objection to this application.

Les Ardennes  Application 16/00832/OUT – follow up discussion on planning officer comments

Cllr Birkbeck reported that following his discussions with the planning officer, it was made clear that lack of footpath access would not stop a future development going ahead and that provision of a footpath would not be a condition of any planning decision.  Footpaths are a matter which should be resolved by the developer and the land owner.  It was also noted that the number of low costs houses on the development had been reduced.

16/00872/OUT - Erection of up to 17 dwellings (outline) - Land east of Les Ardennes, Mugginton Lane End, Hulland Ward

After discussion the Council resolved to object to this application on the following grounds:

- the position of footpaths and pavements from the development is non-existent and therefore unacceptable

- the brook already overflows so underground drainage would be preferable

- there is no play area provision

 

17/00414/FUL - Single storey side extension - 15 Ashes Avenue, Hulland Ward

The Council had no objection to this application.

 

17/00309/FUL - Erection of 2 no. dwellings - The Smithy, Main Road, Hulland Ward

The Council agreed that if drainage of surface water from the road was dealt with effectively and a pavement provided, then they would have no objection to this application.

 

17/00411/FUL - Single storey front extension - 1 Darne Mews, Hulland Ward

The Council resolved to object to this application as the development would result in a loss of parking spaces.

 

17/00369/FUL - Construction of porch and two storey side extension - Woodside Farm, Intakes Lane, Turnditch

The Council had no objection to this application.

The Council had no objection to this application.

 

17/00150/AGR - Agricultural Prior Notification - Creation of yard area - Land and buildings off Smith Hall Lane, Hulland Ward

The Parish Council queried whether this holding was large enough to be accepted as an agricultural establishment.

Same comment as above.

 

17/00132/FUL - Conversion of outbuildings and erection of side extension - Springhill Farm, Belper Road, Hulland Ward

The Council wished to object to the application, as the proposals for a modern development were out of context on an older building and considered that there were other suitable buildings which could be used.

 

16/00832/OUT - Outline application for residential development of 23 dwellings and associated access - Land east of Les Ardennes, Hulland Ward

The Council noted the additional information regarding drainage issues.  Cllr Potts agreed to visit a neighbour who is concerned about drainage from the site.

 

16/00897/FUL - Extension for timber storage, erection of services building and use of land as Wood Yard - Land and buildings off Smith Hall Lane, Hulland Ward  A member of the public expressed her concern about this development; it was a commercial development on an agricultural site; would impact on other businesses in the area.  After discussion, the Council agreed to make the following comment: The Parish Council are strongly opposed to this semi industrial development on farming land, which is a complete change of use from what was originally proposed on this site. As a forestry development it does not relate to the land around it. As a sawmill it is an industrial development with materials transported to site.

 

17/00024/FUL - Erection of machinery store - Stoop Farm, Mercaston Lane, Mercaston  

The Council had no objection to this application, however it was considered to be outside the parish boundary.

 

17/00021/FUL - Formation of new access and closure of existing access - Land at Smith Hall Lane, Hulland Ward The Council fully supported this application.

 

16/00848/FUL - Erection of lighting columns (retrospective) - Shuckton Manor House, Mercaston Lane, Mercaston

The Parish Council had no objection to this application but recommended the use of down lighters.

 

16/00860/FUL - Demolition of existing dwelling and erection of 8 no. dwellings - The Smithy, Main Road, Hulland Ward

The Council strongly object to this application and resolved to make the following comments:

1) Proposed development of 3 storey townhouses is out of keeping with recent south side developments of single storey detached cottage style housing, specifically for the area from the Nags Head Public House to the

reservoir at the Dog Lane Junction

2) the Planning Department have imposed strict height controls on all recent south side developments, ensuring no overlooking of neighbouring properties, the proposed 3 storey development would overlook all neighbouring properties

3) The proposed development, with no play area, is open to the road and would be lethal for young families, access to the school, church, medical centre and shops would all involve crossing a busy and dangerous road;

4) This proposed development of 3 storey high density townhouses is not required for the village – we already have such housing already approved for future village development in Pegasus and Yates planning applications.

5) The proposed developers must be aware that there have been severe

flooding in the Smithy gardens, over the past 6 years. This was overcome at Biggin View by a 30,000 litre underground storage facility, which may be recommended for this proposal, to prevent flooding into nearby properties, due to the high coverage of tarmac for parking spaces. The late owner of the Smithy was forced to leave her property 3 times, for long periods, due to the severe nature of the flooding.

 

16/00832/OUT - Outline application for residential development of 23 dwellings and associated access - Land east of Les Ardennes, Hulland Ward

The Parish Council strongly objected to the proposals on the following grounds:

1)The site is on a flood plain, so flood mitigation needs to be considered

2)Access from the site is on to a very busy road, with poor visibility

3)The proposed development is not in character with other properties in the village

4)The proposed development is inappropriate, too large and too dense

5)The site frontage is dangerously close to the road

6)There is an inappropriate mix of housing proposed

7)There is no pedestrian access to the village
